This week saw the draw down of military operations in coastal areas with a heavy focus on negotiations between General Security officials and local Alawite leaders for the hand over of weapons and wanted people. Some military units remain in the coast manning new checkpoints, and there are some public examples of these units “escorting” civilian aid convoys between villages, suggesting a continued threat from Sunni criminal groups.
